1. General provisions.
1.1 "ARCTIC TROPHY 2004" competition is carried out according to the present Regulations to:
- popularize off-road car competitions
- forward healthy life style
- reveal opportunities of all-wheel drive vehicle in extreme impassable conditions of the North
- improve driving skills in close conditions
- develope and strengthen friendly sport relations
2. Competition organizers
2.1 Competition organizers are "Arctic Trophy" Club, acting with the Murmansk Regional Council ROSTO and sponsors.

4.1. Citizens of any country (juridical and natural persons) who have applied for the event participation in time paid application fees as well as arrived at the official start with the participant numbers and obligatory ad not later than two hours before start can take part in the competition.
4.2. Participants of rally "Arctic Trophy 2004" (juridical and natural persons) are divided into two main groups "Sport" and "Raid".
- individual score in TR-2 class
- individual score in TR-3 class
- team score (absolute shampionship)
In "Sport" category, the participants can make teams. The team can apply for not more than three crews.
- ‘raid’ category score
The Organizing Committee ‘Arctic Trophy 2004’ has the right to combine classes inside the categories if the number of crews in the category is less than 5 or to declare additional subclasses.
4.3. While being registered, the driver is to have the following documents:
- valid driving license (for the driver)
- valid coupon TO (technical service) for the vehicle of the participant
- medical certificate, permitting participation in the competition
- valid insurance police, confirming that all the members of the crew are against traumas and accidents for the competition time
- category ‘L’ license
- registration certificate for the sports vehicle (for category ‘sport’)
- license that is not lower than category ‘D’ FASTR (for category ‘sport’), national license
- FASTR competitor license (for category ‘sport’)
4.4. The crew for category ‘sport’ is to consist of 2 persons. Some exceptions are possible under the decision of the technical commission.
4.5. "Raid" category crews are to consist of not less than 2 and not more than3 persons.
4.6. The maximum allowed crew number is 45.
5. Route. Travel discipline. Transport evacuation
5.1. The event route is going along the North-Western part of the Kola Peninsula and then along its Central and Southern parts and includes rocky
marshes, fords, steep sandy and rocky rising and descending slopes stretching to the coast of the White Sea. In general, they are old military and
timber roads. Detailed information concerning the road, the route of the competition, legends and geographical maps are given before the start.
5.2. Movement along the route is carried out as follows:
- Queue and the time of start is decided by sortition on the day before the day of SU start.
- A participant or a group of participants going along the SU route are to give way to the vehicles that have caught up with them.
- Movement in ‘raid’ category is carried out as follows: the break of the column along the route is admitted on the condition that the car of the Organizing CommiTtee is present at the head and ate back of the column.
5.3. All movements of the participants’ vehicles during the competition are carried out with lower beam turned on. Exceptions are admitted by fording and using electric winch.
5.4. Usage of abnormal lighting equipment and the equipment that is not under the Rule of the Road is prohibited by moving along the roads that are in general use during the competition.
5.5. All movements along the roads that are in general use are fulfilled according to the acting Rule of the Road.
5.6. Till the moment of the closing the finish line of the SU it is not allowed for the participants who have finished or were not allowed to the participation on this SU to appear on the SU during the competition without the permission of the official of the Organizer.
5.7. While the vehicle is moving, it is prohibited to place people outside it (on the bonnet, on the roof, bumpers, in the load box (for pick-ups), etc.). Exceptions are possible only after fording.
5.8. It is prohibited for the vehicle to move across the trailing line of other participants fixed at both ends or across the winch cable of other participants.
5.9. Deliberate block of the route through the vehicle, by a winch cable or otherwise is prohibited.
5.10. The driver and the navigator of a crew participating in the competition in the category ‘Sport’ should be in the vehicle at the moment of start and finish of each test section. The time is not fixed if the driver and navigator are not present in the vehicle and not fastened by safety belts.
5.11. The rules for usage of winches on the road.
5.11.1. It is prohibited to fasten the winch cable to a tree without flat safety sling (belt), irrespective of the fact whether the tree is alive or dead.
5.11.2. Before starting taking out the vehicle that got stuck the driver or the navigator of the vehicle should warn the people standing nearby through voice or a sound signal.
5.11.3. Any member of the crew of the participant shouldn’t be closer to the winch cable than 1 meter if the winch cable is under load and working. It is allowed to adjust the cable on the winch barrel only if the vehicle is not moving and the cable is not loaded.
5.11.4. It is prohibited to keep the winch cable in the cab if the winch cable is fastened to the barrel or any other outside part of the vehicle. The cable should be wound on the barrel or on the ‘kengurin’ and should be effectively connected.
5.11.5. Before using the winch, one should fix a cable dump (a rope, a cloth, etc.) on the stretched cable. The dump should be placed in the middle third of the stretched part of the cable.
5.11.6. The participant should not step over the winch cable if it is under load or to touch it.
5.11.7. It is not allowed to trail the winch cable under the vehicle.
5.11.8. While working with the metal winch cable one should use loose-fitting firm gloves.
5.12. The organizers of the competition have the right to exclude one or several SU from the competition even in the case when there are participants that have started or finished on these SU (special road sections).
5.13.The evacuation of the vehicles from the road is carried out as follows:
5.13.1. If towing of the vehicle of the participant is possible, the evacuation is carried out directly by the technical support vehicles of the Organizing Committee that are following the column along the route.
5.13.2. If towing is not possible, the vehicle of the participant is evacuated in the body of the evacuator of the Organizing Committee not later than 2 days after the end of the competition.
5.13.3. If the vehicle the crew of which competes in the category ‘Sport’ is evacuated on the route (within the competition) by the vehicle ot the Organizing Committee this crew is included in the category ‘Raid’ and the scored points are still valid.
5.14. Fueling is carried out at the filling stations in the settlements on the way: the town of Kirovsk, settlement Revda, the town of Apatity, the town of Olenegorsk, settlement Verkhnetulomsky, the town of Zapolyarny, the town of Umba.
6. Applications. Fees.
6.1. Any person willing to take part in the competition should send an application form to the Organizing Committee and pay the application fee.

6.2. The driver (the crew) that did not pay the application fee till the end of all administration formalities is not admitted to the competition.
6.3. The application fee paid till the 30.08.2004 makes:

6.4. Application fee includes:
· judging, route working up, safety and medical care organization
· prize fund is formed from sponsors’ money.
7. Obligatory equipment
7.1. Vehicles of all the participants should be equipped by a special first-aid set.
7.2.All vehicles of the participants should be equipped by a working fire extinguisher that has a valid serviceable life and the average weight of the extinguishing substance of not less than 4 kilos. The fire extinguisher should be placed in a come-at-able place.
7.3. All vehicles of the participants should be equipped by garbage bags (one bag for each day of the competition). To collect own garbage is an obligation of the participants.
7.4. The vehicles of the participants that belong to the classes TR2 and TR3 of the categories ‘sport’ and ‘raid’ should be equipped by:
- towing eyelets – in front and at the back
- a spade with a firmly fixed handle
- an ax with a firmly fixed axe helve
- a saw
- a lath Hi-Lift type lifting jack with a platform
- trailing lines with tensile strength of not less than three fully loaded masses of the vehicle of the participant and of the length that is not less than 20 meters
- one winch fixed on the vehicle with tensile strength of not less than a fully loaded mass of the vehicle (at the minimum)
- a protective sling for connecting the winch cable to trees
- two øàêëû? (at the minimum) for fastening the cable
7.5. With a view to provide safety measures and timely medical help on the road, all crews of the participants of the category ‘sport’ should have standard medium
wave radio stations. This equipment is strongly recommended for the category ‘raid’.
8. Automobiles of the participants. Technical examination (Administrative control)
8.1. To take part in "Arctic Trophy " cars with wheel arrangement 4X4 (all-wheel drive), in technically satisfactory state (according to the Traffic Rules), prepared as TR2 and TR3 groups are admitted.

||Standard for this model. It is allowed to change the form and the type of the roof. Wheel arches and hard side doors are obligatory.

||Vehicles that do not have hard roofs and an original main safety arch should be equipped by safety consisting of middle arch with braces according to KITT.

|Central weight switch
||Obligatory. In case it is not original it should be set up inside the passenger compartment at a place that is easy of access for the pilot and the navigator. It should provide the engine stop.
8.2. All vehicles of the participants are to be examined by the Technical Commission.
8.3. The vehicle of the participant should be presented in the state ready for start, including all obligatory combusting-lubricating material volumes tanks for water, all obligatory equipment and outfit, spare parts, instruments. The members of the Technical Commission pay special attention to the fact whether equipment and articles connected with ecology and environmental protection requirements are present.
8.4. The vehicle of the participant that is in the state impossible for participating in the competition or does not pass the Technical Commission according to the requirements of the present Regulations can become the reason of impossibility of the participant to take part in the competition.
8.5. The Technical Commission also checks whether the presented vehicle of the participant corresponds to the declared class.
8.6.The participants have the right to apply to the organizers of the competition for the second and the last Technical Commission.
8.7. The participant has the right to apply to the organizer of the competition with a written application to include his/her vehicle into the class score that is one stage higher. In the application technical requirements of the class to which this vehicle does not correspond should be enumerated. Each application will be considered separately. The Technical Commission makes the final decision. The application can be complied with in case this vehicle will not bring troubles to the competitors of the declared class and if all safety requirements are kept.
9.1. The Organizer offers a participant obligatory and optional advertising.
9.1.1 Obligatory advertising:
· Upper 10 cm of windshield
· Front doors and bonnet
9.1.2 Optional advertising:
· Front wings and back-side glasses (surface).
Above-mentioned places must be free when passing technical examination.
9.2 A participant can refuse obligatory advertising and pay double fee.
9.3. The participants can set any type of advertising on their vehicles on the condition that: the advertising
- does not conflict with the legislation of the RF
- does not bear any insulting nature
- does not occupy the area reserved for the obligatory advertising of the organizer
- does not cover the field of view for the members of the crew through the windows of the vehicle
9.4. The participants are to ensure that the advertising is firmly placed during the competition.
9.5. The participants with dirty advertising and dirty numbers are not allowed for SU start.
9.6. It is prohibited to take off the start numbers and any advertising if the refusal concerning it is not paid (according to paragraph 9.2.) till the moment of the official end of the competition.
9.7. The organizer has the right to demand to take an advertisement off the vehicle only in the case if this ad advertises goods or services of a direct rival of the general sponsor.
9.8. The organizer has the right to reserve not more than ? total acres of side lateral surfaces and the bonnet of the vehicle of the participant for his obligatory and optional advertising.
9.9. The organizer has the right to use all photo and video material obtained during the competition in his own interests.
10. Environmental protection requirements.
10.1. Persons violating environmental regulations and damaging the environment and doing harm to the health of the Man carry disciplinary,
administrative liability or criminal, civil and material responsibility according to the Legislature of the Russian Federation. The Legislation of the RF
applies both to the residents and to non-residents of the RF. Under Art.259 of the Criminal Code of the RF, extermination of dwelling places of the organisms that are in the Red Book of the Russian Federation that caused death of the population of these organisms causes punishment in the form of imprisonment for the period till three years. Insects also belong to the ‘organisms’. Under Art. 358 of the Criminal Law of the RF ‘mass extermination of plants and animals, air or water pollution as well as other activities that can cause an ecological catastrophe’ are punished in the form of imprisonment for twelve-twenty years. Forest fires caused by uncontrollable fires and by other activities with fire are also under this article.
10.2. All places where the cars stopped and where the participants set up tents should be left in the same condition as the participants found them. It is prohibited to bury any garbage. All own garbage and, which is possible, the garbage of the other participants should be taken with.
10.3. It is prohibited to winch to a tree without a protective flat strop (belt with the width of not less than 60 mm that does not allow the damage of tree rind), irrespective whether the tree is alive or dead.
10.4. It is prohibited to fall trees that are alive.
10.5. While moving along a rut, it is recommended to take away fallen trees and other objects that prevent from moving, not to try to drive around.
10.6. While moving on the territory where there is no clearly seen road the participants should drive around agricultural land or move along its edge. Movement across agricultural land is prohibited.
10.7. It is prohibited to wash vehicles of the participants in the rivers and ponds within a radius of 300 m form the places where the participants stop for rest and from settlements. While washing, the vehicle of the participant is prohibited to come close to the water than 50 m (regulated by Legislature) so that the soil could drain washed-off dirt of non-natural origin.
10.8. I There are no toilets, a pit should be dug and excrement should be buried at the distance not nearer than 100 meters to the place where the tent is set up, as well as to settlements and waters. Non-fulfillment of this requirement causes immediate exclusion from the competition.
10.9. It is prohibited to pour out mineral oil and technical liquids on the ground and into waters, as well as to leave the remains of the car maintenance. Replaced spare parts, wheels and accumulators are to be taken with.
10.10. It is prohibited to have firearms with or to keep them in the vehicle.
10.11. The vehicles of the participants should be equipped by working system of issuing exhaust according to the working Legislature.
11. The rights of Orgainzers.
11.1. The organizers reserve to themselves the right to:
- refuse the participation to a member of the crew or to a crew without explanation of the reason. The application fee paid is returned to the applicant.
- remove any person or vehicle that does not correspond to the requirements of the Technical Commission or to administrative requirements mentioned in the present Regulations from the competition during them without returning application fee paid.
11.7.The participant that has decided to leave the route or the competition should inform the Organizer of it.
11.8.The participant can be disqualified on the following reasons:
11.8.1.Violation of the preventive fire-fighting regulations.
11.8.2. Appearance in a state of intoxication in the area of the competition.
11.8.3. Antisocial behavior in the area of the competition.
11.8.4. The behavior that caused the change in the schedule of the competition.
11.8.5. Material or other damage towards other participants of the competition.
11.9. The decision concerning disqualification is made by the Organizer only after necessary investigation of all the circumstances.
12.1. Protest is taken by the main judge of the competition only in the written form after an official announcement of the results on the traversed SU (special road sections).
12.2. Preliminary protest is passed under Capital 12 of the NSK not later than after an hour after announcing the results. If within an hour no protests are made by participants and drivers the results become final. Protests can be taken back only under permission of the main judge or his deputy.
12.3. By making protest the drivers (participants) leave 3000 rubles as a deposit. The sum is returned to the driver (participant in case the decision is in his favor. The sum is not returned in case the protest is not grounded.
12.4. Protest is to mention paragraphs and points of present Regulations that are considered to be violated by the protestant. Otherwise the panel of judges will not consider protests.
12.5. The protest is to be considered during one hour after its presenting. In exceptional case decision can be made after longer period of time but not more than 24 hours after the protest is made.
12.8. The decision made is to be entered in the minutes and announced to the declarant of the protest.
12.9. If the declarant of the protest is not satisfied with the decision he (she) can appeal this decision in the FAST (Federation of Motoring and Tourism) of Russia.
Penalty points are given for:
1. Being late for the start on the speed route for more than 5 minutes This participant stars as the last. 1 point
2. Deliberate obstructing and refusal to give way to the participants or to the group of the participants moving along the speed route with the speed that is higher in the category ‘Sport’ on the condition that the fact is confirmed by the third crew. 5 points
3. Unauthorized non-regulated leaving the column or bivouak (camp). In all the cases, it is required to inform the Main Judge or the Commissiores of the competition of such departing. 3 points.
4. Violation of environmental protection requirements. 3 points.
5. Untimely presenting the ‘Humburger score’ cards (more than 30 minutes since the cards were given by the judge). – Only for ‘Raid’. 3 points
After finishing the last speed route the points, scored on the speed route, are summed up, penalty points are subtracted and the winners are decided according the maximum sum of the scored points. Special and additional road sections sizing-up is carried out daily and the results are shown on the Judges car.
14.1. The rally is hold in team (absolute championship) and individual competitions in two car categories - "Sport" and "Raid".
14.2. "Sport" category is subdivided into light and heavy category.
14.3. In all the competitions the participant scores points in the category and the group to which his/her vehicle belongs in this competition.
14.4. Crew results are defined by the results, shown at each lap (in "Sport" category only temporary results are to be counted), penalties and fines.
14.5. Prizes of the ‘Arctic Trophy 2004’ are given in the following categories:
Category ‘Sport’ – the first, the second and the third places
Category ‘Raid’ - the first, the second and the third places
Team score – Absolute Championship
14.6. Defining the results in the sports score on each lap: the first result – the best time. Maximum number of points (if there are 10 participants, the maximum number of points is 10) the second result – Maximum number of points minus 1 point the third result – Maximum number of points minus 2 points and so on to the last participant.
.If there is the maximum time for the ÄÎÏ, the participant that has the time results which is longer than the control time, gets 0 points.
14.7. Defining the results in the sports score on each stage of the speed route: the first result (the best time). Maximum number of points (if there are 10 participants, maximum number of points is 20) the second result Maximum number of points minus 2 points the third result Maximum number of points minus 4 points and so on till the last participant.
The participant that left a speed lap gets 0 points for this lap.
14.8.Final places for each crew are given according to the score sum taking its penalty score into consideration.
14.9. If there is equal score between two or more crews, preference is defined by the most of the first, then second, then third places and so on.
14.10. Team score consists of the sum of two best results shown by the representatives of each team on the condition that they have fixed start and finish time and the results is not zero.
14.11. Defining the winner in ‘Raid’.
14.11.1. The winner in the category ‘Raid’ is defined under ‘Hamburger score’ of the participants and of the Organizing Committee. The following criteria are to be taken into consideration: feeling of comradeship and mutual help, activity, technical skills.
14.11.2. Every day there is voting among the participants of the ‘Arctic Trophy 2004’. Each participant can vote for three crews. And the crew that has got votes of each participant is given 1 point.
14.11.3. The voting results are defined according to the sum of points during all days of the ‘Arctic Trophy 2004’.
