4. Participants 4.1. Citizens of any country (juridical and natural persons) who have applied for the event participation in time paid application fees as well as arrived at the official start with the participant numbers and obligatory ad not later than two hours before start can take part in the competition. 4.1. While being registered, the driver is to have the following documents:
4.3. The crew must not contain more than 3 members. 5. Track. Travel discipline. Vehicles evacuation. 5.1. The event route is going along the North-Western part of the Kola Peninsula and then along its Central and Southern parts and includes rocky marshes, fords, steep sandy and rocky rising and descending slopes stretching along the coast of the White Sea. In general, they are old military and timber transporting routes. Detailed information concerning the road, the route of the competition, legends and geographical maps are given directly before the start. 5.2. Movement along the route is carried out as follows: 5.2.1.before the start of another Special Area a regrouping of the crews is carried out. A crew that has finished first at the previous part of the route is the last to start at the next part, the same with the rest of the crews. 5.2.2. The order and the time of the start is decided by casting a lot on the day before the starting day of the 1st Special Area. 5.2.3. A participant or a group of participants going along the SA route are to give way to the vehicles that have caught up with them. 5.3. All movements of the participants' vehicles during the competition are carried out with headlights on. Exceptions are admitted by fording and using electric winch. 5.4. Usage of extra lighting equipment and the equipment that is not under the Rule of the Road is prohibited by moving along the roads that are in general use during the competition. 5.5. All movements along the roads that are in general use are fulfilled according to the acting Rule of the Road. 5.6. Till the moment of closing the finish line of the SA it is not allowed for the participants who were not allowed to participate in this SA to appear in the SA during the competition without the permission of the official of the Organizer. 5.7. While the vehicle is moving, it is prohibited to place people outside it (on the bonnet, on the roof, bumpers, in the load box (for pick-ups), etc.). Exceptions are possible only during fording. 5.8. It is prohibited for the vehicle to move across the trailing line of other participants fixed at both ends or across the winch cable of other participants. 5.9. It is prohibited to deliberately block the route with the vehicle, by a winch cable or otherwise. 5.10.The driver and the navigator of a crew participating in the competition should be in the vehicle at the moment of start and finish of each test section. The time is not fixed if the driver and navigator are not in the vehicle and not fastened by safety belts. 5.11. The rules for the usage of winches on the road. 5.11.1. It is prohibited to fasten the winch cable to a tree without flat safety sling (belt), irrespective of the fact whether the tree is alive or dead. 5.11.2. Before starting taking out the vehicle that got stuck the driver or the navigator of the vehicle should warn the people standing nearby by voice or a sound signal. 5.11.3. Any member of the crew shouldn't be closer than 1 meter to the winch cable if the winch cable is under load and working. It is allowed to adjust the cable on the winch barrel only if the vehicle is not moving and the cable is not loaded. 5.11.4. It is prohibited to keep the winch cable in the cabin if the winch cable is fastened to the barrel or any other outside part of the vehicle. The cable should be wound on the barrel or on the 'kengurin' and should be effectively connected. 5.11.5. Before using the winch, one should fix a cable dump (a rope, a cloth, etc.) on the stretched cable. The dump should be placed in the middle third of the stretched part of the cable. 5.11.6. The participant should not step over the winch cable if it is under load or to touch it. 5.11.7. It is not allowed to trail the winch cable under the vehicle. 5.11.8. While working with the metal winch cable one should use loose-fitting firm gloves. 5.12. The organizers of the competition have the right to exclude one or several SA from the competition even in the case when there are participants that have started or finished on these SA (special road sections). 5.13.The evacuation of the vehicles off the track is carried out only once during the competition, which is marked in the Evacuation Paper/ All other evacuations are payed by the crew and their cost must not exceed $200. 5.13.1.The way and the terms of the evacuation are defined by the Judge, but the evacuation must be carried out not later than 2 days after the end of the competition. 5.13.2. If the participant refuses to get the vehicle evacuated, he takes the responsibility of evacuating the vehicle independently and at his own expense. 5.14. In case of evacuation of the vehicle the crew is not allowed to continue participating in the competition. 5.15. Fuelling is carried out at the expense of the participants at the filling stations in the settlements on the way: the town of Kirovsk, settlement Revda, the town of Apatity, the town of Olenegorsk, settlement Verkhnetulomsky, the town of Zapolyarny, the town of Umba. 6. Applications. Fees. 6.1. Any person willing to take part in the competition should send an application form to the Organizing Committee and pay the application fee. The driver (the crew) that did not pay the application fee till the end of all administration formalities is not admitted to the competition. 6.3. The application fee paid till the 30.07.2005 makes: 6.4. Application fee includes: 7. Obligatory equipment 7.1. Vehicles of all the participants should be equipped with a special first-aid set. 7.2.All vehicles of the participants should be equipped with a working fire extinguisher that has a valid serviceable life and the average weight of the extinguishing substance of not less than 4 kilos. The fire extinguisher should be placed in a come-at-able place. 7.3. All vehicles of the participants should be equipped by garbage bags (one bag for each day of the competition). Collecting one's own litter is the responsibility of the participants. 7.4. The vehicles of the participants should be equipped with:
7.5. With a view to provide safety measures and timely medical help on the road, all crews of the participants should have standard medium wave radio stations. 8. Automobiles of the participants. Technical examination (Administrative control). 8.1. Cars admitted for participating in Arctic Trophy are cars with wheel arrangement 4X4 (all-wheel drive), in technically satisfactory state (according to the Traffic Rules. 8.2. All vehicles of the participants are to be examined by the Technical Commission. 8.3. The vehicle of the participant should be presented in the state ready for start, including all obligatory combusting-lubricating material volumes tanks for water, all obligatory equipment and outfit, spare parts, instruments. The members of the Technical Commission pay special attention to the fact whether equipment and articles connected with the requirements of ecology and environmental protection are present. 8.4. The vehicle of the participant that is in the state impossible for participating in the competition or does not pass the Technical Commission according to the requirements of the present Regulations can become the reason of impossibility of the participant to take part in the competition. 8.5. The Technical Commission also checks whether the presented vehicle of the participant corresponds to the declared class. 8.6.The participants have the right to apply to the organizers of the competition for the second and the last Technical Commission. 8.7. Not more than 30 cars can take part in the competition. The order is defined according to the applications sent. The final decision is brought up due to the results of the technical commission. 9. Advertising 9.1. The Organizer offers the participant obligatory and optional advertising. 9.1.1 Obligatory advertising:

Above-mentioned places must be vacant when passing technical examination.
9.2 A participant can refuse obligatory advertising and pay double fee. 9.3. The participants can set any type of advertising on their vehicles on the condition that: the advertising
9.4. The participants are to ensure that the advertising is firmly placed during the competition. 9.5. The participants with dirty advertising and dirty numbers are not allowed for SA start. 9.6. It is prohibited to take off the start numbers and any advertising if the refusal concerning it is not paid (according to paragraph 9.2.) till the moment of the official end of the competition. 9.7. The organizer has the right to demand to take an advertisement off the vehicle only in the case if this ad advertises goods or services of a direct rival of the general sponsor. 9.8. The organizer has the right to reserve not more than one half of side lateral surfaces and the bonnet of the vehicle of the participant for his obligatory and optional advertising. 9.9. The organizer has the right to use all photo and video material obtained during the competition in his own interests. 10. Environmental protection requirements. 10.1. Persons violating environmental regulations and damaging the environment and doing harm to the health of the Man carry disciplinary, administrative liability or criminal, civil and material responsibility according to the Legislature of the Russian Federation. The Legislation of the RF applies both to the residents and to non-residents of the RF. Under Art.259 of the Criminal Code of the RF, extermination of dwelling places of the organisms that are in the Red Book of the Russian Federation that caused death of the population of these organisms causes punishment in the form of imprisonment for the period till three years. Insects also belong to the "organisms". Under Art. 358 of the Criminal Law of the RF 'mass extermination of plants and animals, air or water pollution as well as other activities that can cause an ecological catastrophe' are punished in the form of imprisonment for twelve-twenty years. Forest fires caused by uncontrollable fires and by other activities with fire are also under this article. 10.2. All places where the cars stop and where the participants set up tents should be left in the same condition as the participants found them. It is prohibited to bury any garbage. All own garbage and, if possible, the garbage of the other participants should be taken with. 10.3. It is prohibited to winch to a tree without a protective flat strop (belt with the width of not less than 60 mm that does not allow the damage of tree rind), irrespective whether the tree is alive or dead. 10.4. It is prohibited to feel trees that are alive. 10.5. While moving along a rut, it is recommended to take away fallen trees and other objects that prevent from moving, not to try to drive around. 10.6. While moving on the territory where there is no clearly seen road the participants should drive around agricultural land or move along its edge. Movement across agricultural land is prohibited. 10.7. If There are no toilets, a pit should be dug and excrement should be buried at the distance not less than 100 meters from the place where the tent is set up, as well as to settlements and waters. Non-fulfillment of this requirement causes immediate exclusion from the competition. 10.8. It is prohibited to pour out mineral oil and technical liquids on the ground and into waters, as well as to leave the remains of the car maintenance. Replaced spare parts, wheels and accumulators are to be taken with. 10.9. It is prohibited to have firearms with or to keep them in the vehicle. 10.10. The vehicles of the participants should be equipped by working system of issuing exhaust according to the working Legislation. 11. The rights of Orgainzers 11.1. The organizers reserve to themselves the right to:0
11.2. The participant that has decided to leave the route or the competition should inform the Organizer of it. 11.3. The participant can be disqualified due to the following reasons: 11.3.1.Violation of the preventive fire-fighting regulations. 11.3.2. Being in a state of alcohol intoxication in the area of the competition. 11.3.3. Antisocial behavior in the area of the competition. 11.3.4. The behavior that caused the change in the schedule of the competition. 11.3.5. Material or other damage towards other participants of the competition. 11.4. The decision concerning disqualification is made by the Organizer only after necessary investigation of all the circumstances. 12. Protests 12.1. Protest is taken by the main judge of the competition only in written form after an official announcement of the results on the traversed SA (special road sections). 12.2. Preliminary protest is passed under Capital 12 of the NSK not later than after an hour after announcing the results. If within an hour no protests are made by participants and drivers the results become final. Protests can be taken back only under permission of the main judge or his deputy. 12.3. By making protest the drivers (participants) leave $100 as a deposit. The sum is returned to the driver (participant in case the decision is in his favor. The sum is not returned in case the protest is not grounded. 12.4. Protest is to mention paragraphs and points of present Regulations that are considered to be violated by the protestant. Otherwise the panel of judges will not consider protests. 12.5. The protest is to be considered during one hour after its presenting. In exceptional case decision can be made after longer period of time but not more than 24 hours after the protest is made. 12.6. The decision made is to be entered in the minutes and announced to the declarant of the protest. 13. Penalty regulations 13.1.Penalty points are given for:
13.2. Bonus 10 points are given for giving help to the press car or another car on the route (once per SA). 13.3. After finishing the last speed route the points, scored on the speed route, are summed up, penalty points are subtracted and the winners are decided according the maximum sum of the scored points. Special and additional road sections sizing-up is carried out daily and the results are shown on the Judges car. 14. Results 14.1. The rally is hold in individual competitions. 14.2. In the Arctic Trophy 2005 first, second and third prizes are given. The prize fund is formed at the expense of sponsors and organizers. 14.3. The results of the crews are defined due to results shown in the SA.
