1. Purposes and goals

1.1 . ARCTIC TROPHY 2007 competition is carried out according to the present Regulations to:

  • popularize the motor transport
  • popularize healthy life-style
  • promote the Kola peninsula as a territory attractive for motor sport and tourism
  • improve driving skills in extreme road conditions
  • developing and strengthen friendly sport relations.


2. Organizers of trophy-marathon


2.1 Competition organizers are Arctic-Trophy Club, acting with the Murmansk Region Committee for Sports, Physical Culture and Tourism.

3.Time and place of event


Trophy-marathon Arctic-trophy 2007 organized in commemoration of E. Vedernikov and S. Tsherbovich, will take place from the 1st till the 9th of September 2007 on the territory of the Murmansk region.

Official start of the marathon will be in Kandalaksha city, the ceremony of close will be held in Murmansk.

Motor road of marathon stretches from the White Sea to the Barents Sea.

Briefing Instructing of participants and crews about peculiarities of record, special conditions, observing of general and environmental security and other details of this competition. It is held by the Chief of the race or an authorized person. No less than one member of each crew should take part in Briefing. Presence at the Briefing is to be registered.

Bulletin Official written message, which is an integral part of the Time-limit and is meant to publish all alterations, explanations and additions to the Time-limit.

Bulletins are to be enumerated and dated.

Bulletins are issued and signed by:

  • Organizer before registration and technical inspection;
  • Chief of the race during the whole competition.

Bulletins are stored at the Secretariat of the race, and are published at the referees car and immediately announced to the crews, who should confirm the fact of getting/informing a bulletin signing it by the First driver of the crew. All bulletins are issued in writing and are placed on the referees car and (if necessary) in the most conspicuous place on the Referees posts.

Time of trophy-marathon - trophy-marathon begins from the moment of registration all crews and participants and ends after final confirmation of results of trophy-marathon.

Closed Park Area, where all kinds of repair works, refueling and external aid are forbidden except cases stipulated by the present Time-limit.


Place of accommodation - place provided by the Organizer for accommodation of the race participants, working hours, stipulated by the present Time-limit.


Control card (Carnet) A form, given by the Organizer, in which the fact and/or time of passing referee points on the special plot are marked.

Competition camp area, prepared by the Organizer for rest of the crews, called in the road book as Camp.

In the camp it is allowed to do all kinds of repair works by means of the crew members and by other crews participating in the race. Service in the camp is set by this time-limit of the race. Speed of driving within the camp is limited up to 30 km/hour.

Neutralization - Period of time for which the Organizer can stop the crews taking part in trophy-marathon.

Time quota Organizer sets a time quota for passing each special plot (in hours and minutes), which should by necessarily observed by all crews.

Official motor road of the race motor road described in the present Time-limit.

Protest written appeal or application of the crew, submitted in accordance with this Time-limit.

Repair works (repair) - repair of damage, removing of elements, parts and units, as well as all adjusting, oiling, diagnostic, refueling works and technical service, fulfilled by means of the crew using materials and instruments of cars which dont finish on this special plot. Its possible to involve in repair other crews, which do not finish on this special plot.

Service any type of assistance in repair works, made by any persons except members of crews and participants, who dont finish on this special plot. Crews may use and receive any kinds of materials (firm or liquid), spare parts, instruments or equipment, not transported on board the racing cars.

Special Area (SA) part of marathon motor road for overcoming all types of road impassability, with elements of orientation or without them during a certain period of time. Special Area starts from the referees point of Start and ends with the point of timing on Finish.

Linear SA Its a part of race when the crews should strictly observe the set route and a corridor (compulsory rules of passing referee points of Control, and/or control posts, observing the route and corridor

Navigation SA its a part of the race where the crews set the route within the official motor road (with referee points and control posts) by themselves.

Transportation moving of car in good technical order, participating in the trophy-marathon, by way of complete or partial loading as well as on the firm coupling between finish and start of SA.


Trophy-marathon trophy-race, with duration of over 150 hours, length of distance more than 500 kilometers and the general length of SA is over 150 kilometers.

Participant - a physical or juridical person, mentioned in an application form and allowed to take part in the trophy-marathon.


Finish time of finish is considered a moment of crossing finish line by the front axle of a car.


Crew a crew of the car of trophy-marathon consisting of two members, registered as the First Driver and the Second Driver.

Crew on board a term which means that both members of the crew are inside the car on their places, having fulfilled all safety or start and finish requirements of the race.




6.1. All crews of participating motor cars compete individually in Sport category. Results are made according to Appendix 2.

6.2. The crews which won 1, 2 and 3 prizing places in individual test are awarded in trophy-marathon Arctic Trophy 2007.

6.3. Prizing fund is formed at the sponsors and organizers expense.

6.4. Sponsors may set definite nominations and give prizes in these nominations.

7. Crews and participants

7.1. To participate in trophy-marathon may citizens of any country (juridical and natural persons) not younger than 18, who have applied for the event participation in time, paid application fees and passed registration and technical inspection as well as arrived at the official start with the participant numbers not later than two hours before start.

7.2. The crew of each motor car must contain not more than 3 members.

7.3. The crew contains two members, registered as the First and the Second driver. The third person is registered as a participant of competition.

7.4. Participant takes joint liability for actions of the crew members as well as all persons who provide participation in competitions.

7.5. All crew members having driving license may drive a motor car during competitions.

7.6. The First Driver, named in an application form, takes all responsibility for his crew during the whole period of competitions.

7.7. If one of the crew members leaves the race, the Organizer makes a decision of his substitution and sets terms of his substitution.

7.8. Any deception, incorrect or unsport-like behavior of the crew members or participants will be judged by the Organizer. Unfair actions of crew members and participants will be stopped by a penalty in accordance with the present Regulations and may end with dismiss from competitions.

7.9. The crew and participant who decided to leave the SA or stop the race, must inform the Organizer about it.

7.10. The crew or participant may be disqualified due to the following reasons:

     Violation of the preventive fire-fighting regulations;

     Being in a state of alcohol intoxication in the area of competition;

     Antisocial behavior in the area of the competition;

     Behavior that caused the change in the schedule of the competition;

     Material or other damage towards other participants of the competition;

     Violation of environmental protection requirements.

7.11. The decision concerning disqualification is made by the Organizer only after necessary investigation of all circumstances. Application fees are not returned back.


8. Applicationform

8.1. A person willing to take part in the competition should send an application form to the Organizers address within time stated in the present Regulation (Appendix 1). Its necessary to enclose passport data of all crew members and participants. The following passport data are to be written from the new line:

8.3. Its necessary to get confirmation from the Organizer that your application form is received and to take banking requisites for paying the application fee.

8.4. The crew and participant who signed the application form, take all risks and all responsibility for their actions or lack of actions that may cause damage, including health or life threat to the third persons, as well as to the Officials of competitions.

8.5. Organizer does not take responsibility for damage and injuries caused to the crew members and participants and their property. All crews and participants take part in trophy-marathon for their own risk. While signing an application form a participant and crew members refuse from any right on compensation of expenses that may appear during competition. This refusal (from any right on reimbursement of expenses) is also relevant to the Organizers, Officials and other crews and participants of competition.

8.6. An application form may be sent to the Organizer by fax or E-mail. Application forms sent by fax or E-mail are considered to be preliminary.


8.7. Final application (original, standard form) must be sent to the Organizer before the beginning of registration and technical inspection. The date of submitting an application form is considered to be the date of sending it by fax or E-mail.

8.8. An application form is taken only when paid of minimum 50% of the application fee. Applications without payment are considered to be taken conventionally.

8.9. The list of received applications is placed monthly on the Web-site of the Organizer.

8.10. Replacement of the crew and participants after the end of taking applications is forbidden.

8.11. Not more than 30 motor cars may take part in trophy-marathon. The priority of turn is defined by submitted applications.

8.12. The crews which submitted application forms in less than a month before start of competitions can miss SA that cross regulating and frontier areas.


9.1. Application fees are sent to the account or cashiers office of the Arctic Trophy Club.

9.2. The driver (the crew) that did not pay the application fee till the beginning of registration and technical inspection is not admitted to the competition.

9.3. The application fee paid till 30.07.2007 makes:

The driver (the crew) that took part in the Arctic Trophy two times and more - $350

Other drivers (crews) - $400

The application fee paid after 30.07.2007 makes:

The driver (the crew) that took part in the Arctic Trophy two times and more - $450

Other drivers (crews) - $500

If the application fee is paid and administrative and technical inspection is made on the day of official start of competitions, the crews must pay - $600.

Payment is fulfilled in roubles according to the rate of exchange for the day of payment in the Central Bank.

9.4. Application fee includes:

Judging, route working up, safety and medical care organization, one-time evacuation of the motor car from the SA, providing communication.

9.5. Payment of one application fee means participation of one crew on the motor car, stated in the application form.

9.6. Application fees are returned fully to the candidates whose application forms were not taken.

9.7. Return of the application fees is made during one month from the day of closing trophy-marathon.


10.Advertising. Identification.

10.1. The participants can set any type of advertising on their vehicles on the condition that: the advertising

                 does not conflict with the legislation of the RF

                 does not have ay insulting sense

                 does not occupy the area reserved for the obligatory advertising of the Organizer

                 does not cover the field of view for the members of the crew through the windows of the vehicle.

10.2. Area on the vehicles reserved for obligatory advertising of the Organizer:

                 cowl completely;

                 forward wings;


                 forward doors.

10.3. Area on the vehicle reserved for not-obligatory advertising of the Organizer:

  • back doors
  • side surface of the vehicle above the arch of the back wheels with the size of 60 x 16 sm.

These areas must be completely clear for advertising of the Organizer.

10.4. The crew is to ensure that the advertising is firmly placed during the competition.

10.5. The vehicles with dirty advertising and dirty numbers are not allowed for SA start.

10.6. It is prohibited to take off the start numbers and any advertising (if the refusal concerning it is not paid according to paragraph 10.9) till the moment of the official end of the competition.

10.7. The Organizer has the right to demand to take an advertisement off the vehicle only in the case if it advertises goods or services of a direct rival of the general sponsor of trophy-marathon.

10.8. The organizer has the right to use all photo and video material obtained during the competition in his own interests.

10.9. The crew may refuse from un-obligatory advertising if an application fee is paid twice.

10.10. Surnames and names (pseudonyms) of the First and Second Drivers as well as their national flags are to be placed on forward wings or/and back side shields (surfaces) of the both sides of the vehicle. The size is: height of the font 30-50 mm for the surnames (pseudonyms), height of the flag 30-50 mm. If this requirement is broken than a penalty should be paid in amount of 10% of application fee.

11. Registration and technical inspection (examination)

11.1. During registration the crew must give the vehicle for technical inspection.

11.2. While being registered the driver is to submit the following documents:

  • valid driving license of the First and Second drivers;
  • registration documents for the vehicle;
  • passports of all crew members and participant;
  • valid TS coupon (technical service) for the vehicle;
  • medical certificate, permitting to participate in the competition;
  • valid insurance certificate, confirming that all the crew members are insured against traumas and accidents for the competition time.

11.3. The vehicle presented for technical inspection must meet technical requirements for motor cars participating in trophy-marathon Arctic Trophy 2007. The vehicle should be presented in the state ready for start, including all obligatory equipment, outfit, instruments and spare parts. Special attention of members of Technical inspection is to be paid to the presence of equipment meant for environmental protection.

11.4. Technical inspection is necessary made before start on each SA in 30 minutes before start of the first crew. Before start on SA there are also checked fuel reserves which should be taken by the crew in amount enough for the vehicle in conditions of hard motor-road on the distance of 200 km.

11.5. The vehicle that is in the state impossible for participating in the competition or does not pass the Technical inspection according to the requirements of the present Regulations can become the reason of impossibility of the participant to take part in the competition.

11.6. The crew has the right to apply to the Organizers of the competition for the second Technical inspection.

12. Motor road. Vehicles evacuation

12.1. The event route stretches for 1000 kms beyond the Polar Circle along the Kola Peninsula. Driving on the route is agreed with executive bodies of local authorities, located on the road of trophy-marathon. The motor road starts on the White Sea shore, crosses the Central and North-Western part of peninsula and ends on the Southern shore of the Arctic ocean the Barents Sea. The motor road includes rocky marshes, fords, steep sandy and rocky rising and descending slopes with endless pre-arctic landscapes in the background. For the most part these are old military and timber-transport roads.

12.2. Quantity of SA 7. Total distance of SA 800 km.

12.3. Detailed information, legends and geographical maps are given before the start on each SA.

12.4. Meals on the motor road is at the crews and participants expense. They cook meals on the road by themselves.

12.5. Transportation during the whole period of trophy-marathon is forbidden (except cases stated by the Organizer). Violation of this item of the Regulations causes inevitable exclusion of the crew off the next SA.

12.6. Fuelling is carried out at the fuel stations in populated areas along the motor road at the crews own expense. Fuelling can be carried out in the following towns: Kirovsk, Revda, Apatity, Olenegorsk, Verkhnetulomsky, Zapolyarny, Umba, Kandalaksha.

12.7. Evacuation of broken vehicles off the SA is carried out only once during the competition, which is marked in the Control card. All other evacuations are paid by the crew of evacuated vehicle. Approximate cost of evacuation is 6000 roubles.

12.8. The crew of the vehicle which should be evacuated must inform the Organizer about the place of the vehicle and causes of breakage. Evacuation is carried out in presence of at least one crew member.

12.9. The way and time of evacuation is set by the Organizer. Evacuation is carried out within not later than 2 days after the end of competitions.

12.10. If the crew refuses to evacuate the vehicle, than its fully at their own expense and responsibility.

12.11. Evacuation of broken vehicle is carried out up to the road or the closest inhabited area.

12.12. Evacuation is not possible when the crew of a vehicle refuses to fulfill the item 11.4 of the present Regulations.

12.13. Evacuation of vehicles which moved on the SA after removal of the referee post on the start of SA, whose crew doesnt have marking of the start on this SA in its Control card, is not carried out.


13. Control Card

13.1. On the start of competition the crews receive Control Cards (Carnets) which contain the norms (quota) of time SA. Each crew takes responsibility for the safety of Control Card (Carnet).

13.2. Control Card (Carnet) should contain markings of all referee posts. If there are no markings of any referee post in the Control Card (Carnet) the Organizer makes a decision to seize a penalty on the crew.

13.3. All corrections or alterations of data in the Control Card (Carnet) are forbidden except cases when they are made by the referee and signed by him. The punishment is put in accordance with penalty table.

13.4. Only the crew is responsible for giving the Control Card at the referee posts and correctness of information. Only referees have a right to write information in Control Cards (Carnets).

13.5. The crew that has got a mark on the finish SA, must leave the Control Card in secretariat as soon as it arrives in the camp. The crew which didnt meet this requirement is punished according to the Penalty Table.

13.6. The crew which is left from trophy-marathon must give its Control Card to the officials in the shortest time. The Control Card should contain information of the reasons (causes) of its leaving.

14. Terms of realization. Obligations of crews and participants

14.1. Order of priority of start and time of start of the crew on SA-1 are set during registration.

14.2. Before start on the next SA the following order of start is set:

The crew which finished and showed the best time (result) on the previous SA, starts on the next SA the last one as well as the other crews following it. The first starts the crew which showed on the previous SA the worst time result. Time of start and start position is marked in start record SA, which can be seen on the Referees car.

14.3. Time interval between start of each crew on every SA is 1 minute.

14.4. On the start line of SA a car with the crew on board stops in front of the sign Start SA and gives the Control Card to the referee. In the Control Card it is marked the time of the crews arrival in the referees post and the time of start during the nearest possible minute. The referee marks appointed time of start in the Control Card (hours and minutes) and begins loud countdown of seconds 301510 and the last 5 seconds successively 5-4-3-2-1 with simultaneous doubling of countdown by visual signals (arm fingers, tables, special clocks and so on). After five seconds a start signal is made and a car should start driving.

14.5. On the start line of SA all members of the crew must be on board the car and they must fulfill requirements of safety (drivers should be fixed with fasten belts). Violation of this requirement causes penalty in accordance with penalty table.

14.6. If a crew does not start within 20 seconds after start signal, it is fined according to the penalty table.

14.7. Any crew, which is late for the start line, is fined according to the penalty table.

14.8. The referee post on the start line of SA is closed in one hour after the last starting crew, stated in the start minutes.

14.9. Necessary criteria for passing each SA is observing requirements of finish, stipulated in items 14.12; 14.13; 14.14 of the present Regulations.

14.10. The crew of each car should be on board on finish line of every SA. Otherwise time is not counted.

14.11. Time of finish is a moment of crossing the finish line by the front axle of the car. Time of passing the SA is defined to an approximation of a minute.

14.12. As soon as the crew members crossed the folds of finish, they must stop and get a mark in their Control Card, not making obstacles to the other drivers.

14.13. Time of closing the referee post on finish line is defined by summing the norm of time for this SA and time of closing referee post on the start line of SA.

14.14. Before closing the referee post on the finish line of SA it is strictly prohibited to move to the road for those cars that have finished or were not allowed to participate on this SA, as well as for servicing cars, escorting cars and cars of fans.

14.15. From the moment of start till the moment of finish repair works are allowed on SA but service is forbidden.

14.16. The drivers should let the other car or a group of cars pass by.

14.17. All moving of cars during competition should be done with front lights switched on. Exceptions are made only in cases of crossing fords and usage of electric winch.

14.18. During competition on the roads of general usage it is forbidden to use other lighting equipment which is not mentioned in Traffic Rules.

14.19. Driving on the roads of general usage should be done in accordance with Traffic Rules.

14.20. It is not allowed for the crews to use chains or other additional anti-slippery devices while passing SA.

14.21. While the vehicle is moving, it is prohibited to place people outside it (on the bonnet, on the roof, bumpers, in the load box (for pick-ups), etc.) Exceptions are possible only during fording.

14.22. It is prohibited for the vehicle to move across the trailing line of other participants fixed at both ends or across the winch cable of other participants.

14.23. It is prohibited to block deliberately the route with the vehicle, by a winch cable or other way.

14.24. it is prohibited to fasten the winch cable to a tree without flat safety sling (belt), irrespective of the fact whether the tree is alive or dead.

14.25. Before starting taking out the vehicle that got stuck the driver or the navigator of the vehicle should warn people standing nearby by voice or a sound signal.

14.26. Any crew member or participant shouldnt be closer than 1 meter to the winch cable if the winch cable is under load and working. It is allowed to adjust the cable on the winch barrel only if the vehicle is not moving and the cable is not loaded.

14.27. It is prohibited to keep the winch cable in the cabin if the winch cable is fastened to the barrel or any other outside part of the vehicle. The cable should be wound on the barrel or on the kengurin and should be effectively fixed.

14.28. Before using the winch, one should fix a cable dump (a rope, a cloth, etc.) on the stretched cable. The dump should be placed in the middle third of the stretched part of the cable.

14.29. It is not allowed to step over the winch cable if it is under load or to touch it.

14.30. It is not allowed to trail the winch cable under the vehicle.

14.31. While working with the metal winch cable one should use loose-fitting firm gloves.


15. Technical requirements to the vehicles. Necessary equipment and devices

15.1. Cars admitted for participating in Arctic Trophy 2007 competition are cars with wheel arrangement 4x4 (all-wheel drive), in technically satisfactory state according to the Traffic Rules:

  • the weight of car must be not less than 1200 kg but not exceed 3500 kg.
  • cars should have only pneumatic tires with diameter of not less than 31 inches (780 mm) but not exceed 38 inches (960 mm)
  • wheels diameter is measured under pressure in tire 1,5 kg/sm2
  • tractor rubber is forbidden
  • to supply the engine with air, the air filter must be equipped by external snorkel, enough for driving through fords of 150 sm depth.
  • air taking from the crew section is forbidden
  • fuel tanks located in the crew section must be isolated by the fire-resistant partition
  • the vehicle must have minimum three-point safety belts for all crew members and participants
  • fire-extinguishers must be of plant manufacture with not expired date of usage and total weight of inside substance not less than 4 kg. The fire-extinguisher must be stored in an easy-reached place. Usage of foam fire-extinguisher is not allowed.

15.2. Cars should be equipped with:

  • a winch (fixed on easy removable device) with a towing strength exceeding 1,4 times of the cars mass
  • GPS-navigator (with format WGS84, type - degrees, minutes, particles of minutes)
  • radio-station working in SV-frequency band (27 MHz). Connecting channels will be given during registration
  • a lath Hi-Lift type lifting jack (of height not less than 120 sm) with a platform
  • towing eyelets in front and at the back
  • satellite telephone (preferable)

15.3. Cars should have the following:

  • medical bag. All medicines should have proper expiry date and intact package. A medical bag should be made of waterproof material and be stored in an easy-reached place.
  • corrosion-proof slings of 60 mm wide
  • towing ropes (trailing lines) of total length not less than 30 meters (tensile strength of not less than three fully loaded masses of the vehicle)
  • minimum two devices for fastening the cable
  • a spade with a firmly fixed handle
  • an axe with a firmly fixed axe helve
  • a saw
  • garbage bags of volume not less than 30 liters (each one for each day of competition). The garbage is to be removed by the participants themselves.
  • containers of not less than 10 liters volume for waste technical liquids
  • extra container filled with fuel of not less than 20 liters
  • a set of instruments for repair the vehicle in unfavorable conditions

All additional equipment and instruments should be firmly fixed inside the vehicles body.

15.4. Every crew member must have:

         equipment necessary for cooking (stoves, burners, set of dishes) and for living in unfavorable conditions (tents, sleeping bags)

         two days stock of food products and water

         extra clothes and warm things.

16. Protests

16.1. Protests are taken by the Chief of the race or by his representative only in written form after official announcement of the results on the traversed SA.

16.2. Preliminary protest is passed not later than one hour after announcing the results. If within an hour no protests are made by participants and drivers the results become final. Protests can be taken back only under permission of the Chief of the race or his deputy.

16.3. By making protest the crew member leaves 3 000 roubles as a deposit (pledge). The sum is returned to him in case the decision is in his favor. If the protest is unfounded, deposit (pledge) is not returned.

16.4. Protest is to mention paragraphs and items of the present Regulations that the protestant considers to be violated. Otherwise the panel of judges will not consider protests.

16.5. The protest is to be considered during one hour after its submitting. In exceptional case decision can be made after longer period of time but not more than 24 hours after the protest is made.

16.6. The decision made is to be entered in the minutes and announced to the declarant of the protest.

17.Rights of Organizers

17.1. The Organizers reserve to themselves the right to:

  • refuse participation to a crew without explanation of the reasons. The application fee paid is returned to the applicant.
  • remove from the competition any person or vehicle that does not correspond to the technical or administrative requirements mentioned in the present Regulations during marathon without returning an application fee.
  • place in a car participating in the competition one person for 1 stage of the race.
  • make alterations in the present Regulations

17.2. The Organizers have a right to exclude one or several SA, even if there are cars that started and not finished on these SA.

18.Environmental protection requirements


18.1. Persons violating environmental regulations and damaging the environment and doing harm to the health of the Man carry disciplinary, administrative liability or criminal, civil and material responsibility according to the Legislature of the Russian Federation. The Legislation of the RF applies both to the residents and to non-residents of the RF. Under Art. 259 of the Criminal Code of the RF, extermination of dwelling places of the organisms that are in the Red Book of the Russian Federation that caused death of the population of these organisms causes punishment in the form of imprisonment for the period till three years. Insects also belong to the organisms. Under Art. 358 of the Criminal Law of the RF mass extermination of plants and animals, air or water pollution as well as other activities that can cause an ecological catastrophe are punished in the form of imprisonment for twelve twenty years. Forest fires caused by uncontrollable fires and by other activities with fire are also under this article.

18.2. All places where the cars stop and where the participants set up tents should be left in the same condition as the participants found them. It is prohibited to bury any garbage. All own garbage and, if possible, the garbage of the other participants should be taken with.

18.3. It is prohibited to feel trees that are alive.

18.4. While moving along a rut, it is recommended to take away fallen trees and other objects that prevent from moving, not to try to drive around.

18.5. While moving on the territory where there is no clearly seen road the participants should drive around agricultural land or move along its edge. Movement across agricultural land is prohibited.

18.6. If there are no toilets, a pit should be dug and excrement should be buried at the distance not less than 100 meters from the place where the tent is set up, as well as to settlements and waters. Non-fulfillment of this requirement causes immediate exclusion from the competition.

18.7. It is prohibited to pour out mineral oil and technical liquids on the ground and into waters, as well as to leave the remains of the car maintenance. Replaced spare parts, wheels and accumulators are to be taken with.

18.8. The vehicles of the participants are to be equipped by working system of issuing exhaust gases according to the present Legislation.

18.9. It is prohibited to make fires in all camps during competitions.
