3. Time and place of events
Trophy-marathon “Arctic-Trophy 2011” organized in commemoration of E. Vedernikov and S. Tsherbovich, will take place from 3rd till 12th of September 2009 on the territory of the Murmansk Region.
Official start of the marathon will be in Kandalaksha city, the official closing ceremony will be performed in Murmansk.
Motor road of marathon is stretching from the coast of White Sea to the Barents Sea.
4.1. The “Arctic-Trophy” Club admits expenses, concerning organizing referring process, official start and closing ceremony, award presentations ceremony of the 1, 2, 3 places.
4.2. The Committee of Physical Culture and Sport of Murmansk Region admits expenses, concerning motor road preparation, medical support (twenty-four hours of the medical service from 3rd to 12th of September along the whole motor road of the championship) and technical support (the technical support car of participants and referees from 3rd to 12th of September along the whole motor road of the championship).
4.3. Board of MOO ROSTO (DOSAAF) is supporting the “Arctic-Trophy 2011” marathon with four-wheel vehicle for organizing and implementation the championship.
5. Application fee
5.1. Application fee should be made to the settlement account or to the cash of the Arctic-Trophy Club by crews personally or organizations which are representing the motor crews.
5.2. Crews can not participate in championship without paying application fee before registration and technical inspection start.
5.3. Citizens of Russian Federation have to confirm the participation in the “Arctic-Trophy 2011” marathon not later than 1st of June 2011.
5.4. Application fee cost:

If the application fee is paid and administrative and technical inspection is made on the day of official start of competitions: all crews must pay – 1000 $
Payment is fulfilled in roubles according to the rate of exchange for the day of payment in the Central Bank of Russian Federation.
5.5. Application fee includes:
- Organization process of the trophy-marathon “Arctic-Trophy 2011”
- Organization of the safety and medical support
- Providing communication
- Providing prize reward
5.6. Payment of the one application fee is participation in the Trophy-marathon of the one crew on the motor car, which is fixed in the application form or one crew of ATV/MOTO.
5.7. Application fees are returned fully to the candidates whose application forms haven been taken as the participant in the Trophy-marathon.
5.8. Return of the application fees is made during one month from the day of the official closing Trophy-marathon.
6. Schedule of the Trophy-marathon
Will be published later.
Briefing – Instructing of participants and crews about peculiarities of the event, special conditions, observing of the general and environmental security and others details of this championship. It is held by the Chief of the motor race or an authorized person. No less than one member of each crew should take part in Briefing. Presence at the Briefing has to be registered.
Bulletin – An official written message, which is an integral part of the Regulation and intends to publish all alterations, explanations and additions to the Regulation.
Bulletins have to be enumerated and dated.
Bulletins are issued and signed by:
• Organizer – before registration and technical inspection;
• Chief of the race – during the whole championship.
Bulletins are stored at the Secretariat of the race, and published at the referee’s car and immediately announced to the crews, who should confirm the fact of getting/informing a bulletin is signing it by the First driver of the crew. All bulletins are issued in writing form and are placed on the referee’s car and (if necessary) in the most conspicuous place on the Referee’s posts.
Time of trophy-marathon - a trophy-marathon begins from the moment of registration all crews and participants and completes after final confirmation of results of Trophy-marathon.
Closed Park – an area, where all kinds of repair works, refueling and external support are forbidden, except cases which are specified in the present Regulation.
Place of accommodation – a place provided by the Organizer for accommodation of the marathon participants, working hours, which is specified in the present Regulation.
Control card (Carnet) – a form given by the Organizer, in which the fact and/or time of passing referee points on the special area are marked.
Competition camp – an area prepared by the Organizer for the rest of crews, marked in the road journal as a “Camp”.
In the camp it is allowed to make all kinds of repair works by crew members and other crews participating in the championship. Service in the camp is set by the present Regulation of the championship. Speed of driving within the camp is limited up to 30 km per hour.
Neutralization – a period of time for which the Organizer can stop the crews taking part in the Trophy-marathon.
Quota of time – an organizer sets a quota of time for passing each special area (in hours and minutes), which should be obligatory observed by all crews.
Official motor road of the championship – a motor road is described in the present Regulation.
Protest – a written appeal or application of the crew, submitted in accordance with the present Regulation.
Repair works (repair) – a repairing of damages, removing of elements, parts and units, as well as all adjusting, oiling, diagnostic, refueling works and support, are fulfilled by the crew using materials and instruments of cars which don’t complete the special area. It’s possible to involve in repair other crews, which do not finish on the special area.
Service – any type of support in repair works, made by any persons except of crews’ members and participants, who don’t complete the special sector. Crews may use and receive any kinds of materials (firm or liquid), spare parts, instruments or equipment, not transported on board of the competitors cars.
Special area (SA) – a part of the marathon-trophy road for overcoming the lack of roads, with elements of orientation or without them during a certain period of time. Special Area starts from the referee’s point of Start and ends with the point of rating on Finish.
Linear SA – a part of race when the crews should strictly follow the set marathon route and a corridor (obligatory rules of passing referee points of Control, and/or control posts, following the route and corridor).
Navigation SA – a part of the race where the crews set the route within the official motor road (with referee points and control posts) by themselves.
Transportation – a movement of the car participating in the trophy-marathon, by complete or partial loading as well as on the firm coupling between finish and start of the SA.
Trophy-marathon – a trophy-race, with duration is over 150 hours, length of distance more than 500 kilometers and the general length of the SA is over 150 kilometers.
Participant - a physical or juridical person mentioned in an application form and allowed to take part in the trophy-marathon.
Finish – a time of finish is a moment of crossing the finish line by the front axle of a car. For crews of AVT/Moto is crossing the finish line by the last participant of the crew.
Crew – a crew of the car of trophy-marathon is consisting of two members, registered as the First Driver and the Second Driver. The crew of AVT and motorcycle is consisting of only one member, registered as the First driver.
On-board crew – a term which means that both members of the crew are on the board of the car on their particular places, have fulfilled all safety or start and finish requirements of the marathon road or the special area .
8. Record categories
8.1. All motor crews ATV/Moto are competing in the category “Sport”.
8.2. All drivers ATV and motorcycles are competing in categories, divided into crews in the category “Sport”, counts results and summation for the particular category is available if the participants in each category no less than 3 crews. Membership of the crew is clarifying due to the registration, consists of two sportmen and two vehicles and can not be change within the championship.
Results evaluation is in according to Appendix 2.
8.3. Crews win 1st, 2nd and 3rd prizing places in the individual event are awarded in the Trophy-marathon “Arctic-Trophy 2011”. It is under the categories AVTO, ATV, MOTO.
8.4. The prize fund is formed at the expenses of sponsors and organizers.
8.5. Sponsors may define special nominations and give prices in according to these nominations.
9. Crews and participants
9.1. To participate in the Trophy-marathon may citizens of any country (juridical and physical persons) not younger than 18 years old, who have applied for the marathon participation and paid application fees on time, registered and technically inspected as well as arrived at the official start not later than three hours before the official start.
9.2. The crew of each motor car participating in the Trophy-marathon must contain not more than 3 members. The crew consists of 2 members, registered as the First and Second Driver. The Third member is registered as the participant of the Trophy-marathon.
9.3. Participant takes liability for actions of the crew members as well as all persons who are providing participation in the Trophy-marathon.
9.4. All crew members having driving license may drive a motor car during the championship.
9.5. The First Driver, fixed in an application form, takes all responsibility for his crew during the whole period of the Trophy-marathon.
9.6. If one of the crew members quits, the Organizer makes a decision of his substitution and sets terms of his substitution.
9.7. Any deception, incorrect or unsportsmanlike behavior of the crew members or participants will be judged by the Organizer. Above-listed actions of crew members and participants will be punished by a penalty in accordance with the present Regulations and may lead to exclusion from the Trophy-marathon.
9.8. The crew or participant who decides to leave the SA or quits the marathon must notify the Organizer about the fact of leaving the SA or quitting the marathon.
9.9. The crew or participant can be disqualified from the Trophy-marathon due to the following reasons:
• Violation of the fire-fighting regulations;
• Being in a state of alcohol intoxication in the area of championship;
• Antisocial behavior in the area of the championship;
• Behavior that caused the change in the schedule of the championship;
• Material or other damage towards other participants of the championship;
• Violation of environmental protection requirements.
9.10. The decision concerns disqualification is made by the Organizer only after the necessary investigation of all circumstances. Application fees and evacuation fees are not returned back.
10. Application form
10.1. A person willing to take part in the competition should send an application form to the Organizer’s address in according to the time terms, mentioned in the present Regulation (Appendix 1). Also it is necessary to attach passport data of all crew members and participants.

The fore-mentioned data are required to make access to the frontier areas.

10.3. It is necessary to get a confirmation of receiving the application form and bank details for paying the application fee from the Organizer.
10.4. The crew and participants, who signed the application form, take all risks and all responsibility for their actions or lack of actions that may cause damages, including health or life.
10.5. The Organizer does not take responsibility for damages and injuries caused to the crew members and participants and their properties. All crews and participants take part in Trophy-marathon for their own risk. While signing an application form a participant and crew members refuse from any right on compensation of expenses that may appear during the championship. This refusal (from any right to recovery of expenses) is also relevant to the Organizers, Official establishment and other crews and participants of the championship.
10.6. An application form can be sent to the Organizer by fax or E-mail. Application forms sent by fax or E-mail are considered to be preliminary.
10.7. Final application (original, standard form) must be sent to the Organizer before the beginning of the registration procedure and technical inspection. The date of submitting an application form is considered to be the date of sending it by fax or E-mail.
10.8. An application form can be accepted with 100% of payment the application fee. Applications without payment are considered to be taken conventionally.
10.9. The list of received applications is placed monthly on the Web-site of the Organizer.
10.10. Replacement of the crew and participants after the deadline of acceptance applications is forbidden.
10.11. Not more than 30 motor cars can take part in the Trophy-marathon. The priority of order is defined by submitted applications.
11. Advertising. Identification
11.1. The participants can set any type of advertising on their vehicles on the assumption if:
• The advertisement does not conflict with the legislation of the Russian Federation;
• The advertisement does not have ay insulting sense;
• The advertisement does not occupy the area reserved for the obligatory advertising of the Organizer;
• The advertisement does not cover the field of view for the members of the crew through the windows of the vehicle.
11.2. Area on the vehicles, reserved for obligatory advertising of the Organizer is:
• The whole cowl;
• The front fenders;
• The windshields;
• The front doors.
11.3. Area on the vehicle reserved for not-obligatory advertising of the Organizer is:
• The back doors;
• The side surface of the vehicle above the arch of the back wheels with the size of 60 x 16 sm.
These areas must be completely clear for advertising of the Organizer.
11.4. The crew has to ensure that the advertising is firmly placed during the whole championship.
11.5. The vehicles without or with dirty advertising and dirty numbers are not allowed for SA start.
11.6. It is prohibited to take off the start numbers and any advertising (if the refusal concerning it is not paid according to paragraph 11.9) till the moment of the official closing of the competition.
11.7. The Organizer has the right to demand to take an advertisement off the vehicle, placed by the participant, only in the case if the advertising goods or services are belong to the direct rival of the general sponsor of the Trophy-marathon.
11.8. The Organizer has the right to use all photo and video materials made during the competition for his own interests and according to his wish.
11.9. The crew may refuse the not obligatory advertising if an application fee is double paid.
11.10. Surnames and names (pseudonyms) of the First and Second Drivers as well as their national flags have to be placed on the front fenders or/and back side windshields (surfaces) of the both sides of the vehicle. The size for surnames (pseudonyms) the printing height is 30-50 mm, the height of the flag is 30-50 mm. The penalty of the broken requirements is 10% of the application fee.
12. Registration and technical inspection (examination)
12.1. The registration of participants and the technical inspection will take place only on 04th of September 2009 from 9 a.m. to 7 p.m. in Nabereznaya st. 130, “Spolohi” Hotel, Kandalaksha, Russia.
12.2. During the registration procedure the crew must present the vehicle for the technical inspection.
12.3. It is necessary to present the following documents while the registration procedure:
• The valid driving license of the First and Second drivers;
• Registration documents of the vehicle for TS (technical service);
• Passports of all crew members and participant;
• The medical certificate permitting to participate in the competition (operating medical commission for drivers);
• The valid insurance certificate confirming that all crew members are insured against traumas and accidents for the whole period of time of the championship.
12.4. The vehicle is presented for the technical inspection must satisfy the technical requirements for motor cars are participating in the Trophy-marathon “Arctic Trophy 2011”. The vehicle should be presented in the ready condition for start, including all obligatory equipment, outfit, instruments and spare parts. Special attention of members of the technical inspection have to be paid to the presence of equipments concerning to the environmental protection.
12.5. Technical inspection has to be made without fail before official start on each SA in 30 minutes before the start of the first crew. Before the official start on the SA there are also checked fuel reserves which should be taken by the crew in amount enough for the vehicle in conditions of hard motor-road on the distance of 200 km.
12.6. The vehicle that is in the improper condition for participating in the competition or does not technically inspected in according to the requirements of the present Regulations can be dismissed from the participating in the Trophy-marathon or start of the SA.
12.7. The crew has the full right to apply to the Organizers of the competition for the second Technical inspection.
13. Motor road. Vehicles evacuation
13.1. The motor road of the Trophy-marathon stretches for 1000 kilometers beyond the Polar Circle along the Kola Peninsula. Driving on the route is agreed with executive powers of local authorities, located on the road of the Trophy-marathon. The motor road starts on the White Sea shore, crosses the Central and North-Western part of the peninsula and ends on the Southern shore of the Arctic Ocean – the Barents Sea. The motor road includes rocky bogs, fords, steep sandy and rocky rising and descending slopes with endless pre-arctic landscapes in the background. These are old military and timber-transport roads basically.
13.2. Total distance of the SA is 800 km.
13.3. More detailed information, legends and geographical maps are given to the crew and one of the member of each motorcycle’s crew and ATV while registration procedure and the technical inspection on 02nd of September 2011.
13.4. Meals on the motor road are on the participants account and cooked by themselves.
13.5. Transportation during the whole period of the Trophy-marathon is forbidden (except cases are agreed with the Organizer). Violation of this item of the present Regulation causes to absolute exclusion of the crew off the next SA.
13.6. Fuelling is carried out at the fuel stations in settlements along the motor road on the crew’s account. Fuelling can be carried out in the following towns: Kirovsk, Revda, Apatity, Olenegorsk, Verkhnetulomsky, Zapolyarny, Umba, and Kandalaksha.
13.7. The evacuation of vehicles in defective conditions, submitted in participating of the Trophy-marathon, is carried by the crew of the evacuated vehicle. The evacuation cost is 300$ from one point.
13.8. The crew of the vehicle which should be evacuated must inform the Organizer about the place of the vehicle and causes of breakage. Evacuation is carried out in presence of the one crew member at least.
13.9. The way and time of evacuation procedure is set by the Organizer. Evacuation is carried out within not later than 3 days after the end of the Trophy-marathon.
13.10. Evacuation of the broken vehicle is carried out up to the road or the closest settlement.
13.11. Evacuation is impossible when the crew of a vehicle refuses to fulfill the item 12.4., 12.5. of the present Regulation.
13.12. Evacuation of the vehicle which moved on the SA after removal of the referee post on the start of SA, whose crew doesn’t have mark of the start on the SA in its Control card, is not carried out.
14. Control Card
14.1. The crew receives the Control Cards (Carnets) on the start point of the competition. Each crew takes responsibility for the safety of Control Card (Carnet).
14.2. Control Card (Carnet) should contain marks of all referee posts. If there are no marks of any referee post in the Control Card (Carnet) the Organizer makes a decision to use a penalty on the crew, up to dismiss.
14.3. All corrections or changes of data in the Control Card (Carnet) are punished according to the Penalty Table, except cases when they are made by the referee and signed by him.
14.4. Only the crew is responsible for giving the Control Card at the referee posts and correctness of information in. Only referees have a right to make notes in the Control Cards (Carnets).
14.5. The crew has got a mark on the finish point of the SA, must leave the Control Card in the secretariat as soon as it arrives in the camp. The crew which hasn’t completed this requirement is punished according to the Penalty Table.
14.6. The crew which is left from the Trophy-marathon must give its Control Card to the Official establishment in the shortest time. The Control Card should contain information of the reasons of its leaving.
14.7. The crew has to leave the Control Card to the secretariat after termination the last SA point. Non-compliance of the present requirement is punished by the demission
15. Terms of implementation. Obligations of crews and participants
15.1. Order of priority to start and time of start of the crew on the SA-1 are set after making a draw.
15.2. Before start on the next SA the following order of start is set:
The crew completed the previous SA and showed the best time result, starts the last one on the next SA, the other crews are following this order too. The crew starts the first in case of the worst time on the previous SA. Time of start and start position is fixed in the Start Record of SA, which can be seen on the Referee’s car.
15.3. Time interval between start of each crew on every SA is 1 minute.
15.4. On the start line of the SA a car with the crew on the board stops in front of the sign “Start SA” and gives the Control Card to the referee. In the Control Card it is marked the time of the crew’s arrival in the referee’s post and the time of start during the nearest possible minute. The referee marks appointed time of start in the Control Card (hours and minutes) and begins loud countdown of seconds 30–15–10 and the last 5 seconds successively 5-4-3-2-1 with simultaneous doubling of countdown by visual signals (arm fingers, tables, special clocks and etc.). After five seconds a start signal is made and a car should start driving
15.5. On the start line of the SA all members of the crew must be on the board the car and they must fulfill requirements of safety (drivers should be fixed with fasten belts). The motorcycle and ATV crews have to be on the board of the motor car with its full complements. Violation of these requirements causes penalty in accordance with Penalty Table.
15.6. If a crew/vehicle does not start within 20 seconds after a start signal, it is punished according to the Penalty Table.
15.7. Any crew which is on the line start with delay is punished in accordance to the Penalty Table.
15.8. The referee post on the start line of the SA is closed in one hour after the starting of the last crew, fixed in the Starting Minutes.
15.9. The necessary criteria for completing of each SA is following requirements of finish, described in paragraph 15.10; 15.11; 15.12 of the present Regulations.
15.10. The crew of each car should be on the board on finish line of every SA. The motorcycle and ATV crews have to be on the finish line with its full complements in accordance to the Registration Record. Otherwise time is not counted.
15.11. Time of finish is a moment of crossing the finish line by the front axle of the car. Time of passing the SA is defined to a minute.
15.12. As soon as the crew members crossed the folds of finish line, they must stop and get a mark in their Control Card, not making obstacles to the other drivers.
15.13. Time of closing the referee post on finish line is defined by summing the norm of time for this SA and time of closing referee post on the start line of SA.
15.14. Before closing the referee post on the finish line of SA it is strictly prohibited to move to the road for those cars that have finished or were not allowed to participate on this SA, as well as servicing cars, escorting cars and cars of fans.
15.15. For all crews from the moment of start till the moment of finish repair works are allowed on SA but service is forbidden.
15.16. The drivers should let the other car or a group of cars pass by. Violation of this requirement is punished in accordance with the Penalty Table.
15.17. All movement of motor cars during the Trophy-marathon should be done with front lights switched on. Exceptions are made only in cases of crossing fords and usage of electric winch.
15.18. During the Trophy-marathon on the motor roads of general usage it is forbidden to use other lighting equipment which is not mentioned in Traffic Rules.
15.19. Driving on the roads of general usage should be done in accordance with Traffic Rules.
15.20. While the vehicle is moving, it is forbidden to place people outside it (on the bonnet, on the roof, bumpers, in the load box (for pick-ups), etc.) It is possible only in the case of fording.
15.21. It is forbidden for the vehicle to move across the trailing line of other participants fixed at both ends or across the winch cable of other participants.
15.22. It is forbidden to block the route deliberately with the vehicle, by a winch cable or other way.
15.23. It is forbidden to fix the winch cable to a tree without flat safety sling (belt), irrespective of the fact whether the tree is alive or dead.
15.24. Before starting taking out the vehicle that got stuck, the Driver or the navigator of the vehicle should warn people standing nearby by the voice or a sound signal.
15.25. Any crew member or participant should not bee closer than 1 meter to the winch cable if the winch cable is under load and working. It is allowed to adjust the cable on the winch barrel only if the vehicle is not moving and the cable is not loaded.
15.26. It is forbidden to keep the winch cable in the cabin if the winch cable is fastened to the barrel or any other outside part of the vehicle. The cable should be wound on the barrel or on the and effectively fixed.
15.27. Before using the winch, it should fix a cable dump (a rope, a cloth, etc.) on the stretched cable. The dump should be placed in the middle third of the stretched part of the cable.
15.28. It is forbidden to step over the winch cable or touch it if it is under the load.
15.29. It is forbidden to trail the winch cable under the vehicle.
15.30. While working with the metal winch cable one should use loose-fitting firm gloves.
16. Technical requirements. Necessary equipment and devices16.1. Cars admitted for participating in the Trophy-marathon “Arctic Trophy 209” are off-road vehicles with wheel arrangement 4x4 (all-wheel drive), and satisfy the following technical requirements: • The weight of the vehicle must be not less than 1200 kg but not exceed 3500 kg; • The vehicle should have only pneumatic tires with diameter of not less than 31 inches (780 mm) but not exceed 38 inches (960 mm); wheel’s diameter is measured under pressure in tire 1,5 kg/sm2, tractor rubber is forbidden; • To supply the engine with the air, the air filter must be equipped by external snorkel, enough for driving through fords of 150 sm depth; • To take air from the crew section is forbidden; • Fuel tanks are located in the crew section must be isolated by the fire-resistant partition; • The vehicle must have minimum three-point safety belts for all crew members and participants; • The fire-extinguishers must be of plant manufacture with a proper expiry date of usage and total weight of inside substance not less than 4 kg. The fire-extinguisher must be stored in an easy-reached place. It is forbidden to use the foam fire-extinguisher. 16.2. It is allowed to use only four-wheel ATV (4x4) in the Trophy-marathon “Arctic-Trophy”. 16.2.1. The ATV has to contain GPS-navigator, winch is preferable. In other cases the ATV is under the rules of the present Regulation. 16.2.2. Motorcycles have to contain GPS-navigator. In other cases motorcycles are under the rules of the present Regulation.
16.3. Cars should be equipped with:
• A winch (fixed on easy removable device) with a towing strength exceeding 1,4 times of the car’s mass;
• The GPS-navigator (with format WGS84, type - degrees, minutes, particles of minutes: hdddom,mmm );
• The radio-station is working in SV-frequency band (27 MHz). Connecting channels will be given during registration;
• A lath Hi-Lift type lifting jack (of height not less than 120 sm) with a platform;
• Towing eyelets – in front and from behind;
• The satellite telephone is preferable.
16.4. Cars should contain the following:
• The medical bag. All medicines should have proper expiry date and intact package. A medical bag should be made of waterproof material and be stored in an easy-reached place and corrosion-proof slings of minimum 60 mm wide;
• The towing ropes (trailing lines) of total length not less than 30 meters (tensile strength of not less than three fully loaded masses of the vehicle);
• The minimum two devices for fastening the cable;
• A spade with a firmly fixed handle;
• An axe with a firmly fixed axe helve;
• A saw;
• The garbage bags of volume not less than 30 liters (each one for each day of competition). The garbage has to be removed by the participants themselves;
• The containers are not less than 10 liters volume for waste technical liquids;
• The extra container filled with fuel is not less than 20 liters;
• A set of instruments for repair the vehicle in unfavorable conditions.
All additional equipment and instruments should be firmly fixed inside the vehicle’s body.
16.5. Every crew and member must have:
• The necessary equipment for cooking (stoves, burners, set of dishes) and for living in unfavorable conditions (tents, sleeping bags);
• The two days stock of food products and water;
• The extra clothes and warm stuff.
17.1. Protests can be accepted by the Chief of the motor race or by his representative only in written form after an official announcement of the results on the traversed SA.
17.2. The preliminary protest is submitted not later than one hour after announcing the results. If within an hour no protests are made by participants and drivers the results become final. Protests can be taken back only under permission of the Chief of the motor race or his assistant.
17.3. Within submitting the protest the crew member has to leave 3 000 rubles as a deposit, which is returned to him if the decision is in his favor. If the protest is unfounded, the deposit is not returned.
17.4. Protest submits with mention paragraphs and items of the present Regulations that the protestant considers to be violated. Otherwise the panel of judges will not consider protests.
17.5. The protest is to be considered during one hour after its submitting. In exceptional case decision can be made after longer period of time but not more than 24 hours after the protest is submitted.
17.6. The made decision is to be entered in the record and announced to the applicant of the protest.
18. Rights of Organizers
18.1. The Organizers reserve to themselves the right to:
• To refuse participation to a crew without any explanation of the reasons. The application fee paid is returned to the applicant.
• To remove from the competition any person or vehicle that does not correspond to the technical or administrative requirements mentioned in the present Regulations during Trophy-marathon without returning already paid application fee;
• To place one person in a car, which is participating in the Trophy-marathon on the 1st stage of the motor race;
• To make alterations in the present Regulations.
18.2. The Organizers have a right to exclude one or several SA, even if there are vehicles that have started already and have not finished on these SA.
19. Environmental protection requirements
19.1. Persons violating environmental regulations and damaging the environment and doing harm to the man’s health are carrying disciplinary, administrative liability or criminal, civil and material responsibility according to the Legislature of the Russian Federation. The Legislation of the RF applies both to the residents and to non-residents of the RF. Under the Article 259 of the Criminal Code of the RF, extermination of dwelling places of the organisms that are in the Red Book of the Russian Federation that caused death of the population of these organisms causes punishment in the form of imprisonment for the period till three years. Insects also belong to the “organisms”. Under Article 358 of the Criminal Law of the RF “mass extermination of plants and animals, air or water pollution as well as other activities that can cause an ecological catastrophe” are punished in the form of imprisonment for twelve – twenty years. Forest fires caused by uncontrollable fires and by other activities with fire are also under this article.
19.2. All places where the cars stop and where the participants set up tents should be left in the same condition as the participants found them. It is forbidden to bury any garbage. All own garbage and the garbage of the other participants should be taken with is preferable.
19.3. It is forbidden the woodcutting.
19.4. While moving along a rut, it is recommended to take away fallen trees and other objects that prevent from moving, not to try to drive around.
19.5. While moving on the territory where there is no clearly seen road the participants should drive around agricultural land or move along its edge. Movement across agricultural land is forbidden.
19.6. If there are no toilets, a pit should be dug and excrement should be buried at the distance not less than 100 meters from the place where the tent is set up, as well as to settlements and waters. Non-fulfillment of this requirement causes immediate exclusion from the Trophy-marathon.
19.7. It is forbidden to pour out mineral oil and technical liquids on the ground and into water, as well as to leave the remains of the car maintenance. Replaced spare parts, wheels and accumulators are to be taken with.
19.8. The vehicles of the participants are to be equipped by working system of issuing exhaust gases according to the present Legislation.
19.9. It is forbidden to make fires in all camps while the whole period of the competition.
